The Winger-Leyes Scholarship was established by Wanda Sands-Leyes to assist students who have been accepted into an accredited cosmetology school in eligible states in the U.S. and Australia but have no sufficient funds to purchase the required 'kit' or supplies for the course. Applicants must have graduated high school or have received their GED. Applicants will be selected based on service or leadership, financial need, and scholastic ability.
