One-time award for students attending college for the first time Must attend a historically black college or university and must join school's ROTC program. Must pass physical. Must have a qualifying SAT or ACT score and minimum GPA of 2.5. Applicant must be at least 17 by college enrollment and under thirty-one years of age in the year of graduation.
